Older Anime with inflation? (Can't remember name)

there was an anime, and in one episode these bad guys dropped dumplings on people's heads and they inflated into balloons. I know there was like a talking panda in it, but I don't remember any more details. Anyone know which anime this was?

I'm gonna make a list of words commonly used to refer to Inflation and the categories of inflation they, to me, refer to.

Inflation: The generic term which can be used for any kind of Inflation. However, it is commonly used as the expansion of anything with air or external gasses.

Bloating: Expansion of the belly due to a drink or a food that has been consumed causing air to blow up the belly.

Hey there, I was hoping someone could give me a bit of advice here. I've been working to try and raise money for new filming equipment to return back to making videos on YouTbe, and things have seemed to hit a slow spot.
