Anyone know of any pumps that are silent or at least don't wake up the entire neighbourhood.

Electric pumps are always the loud ones. Unfortunately there's not a lot to be done about it since that's just a side effect of how they pull/push air. If you really need quiet, you should probably look at something hand/foot operated. I use a hand-operated pump that's designed for camping. It works on both the up and down stroke and pushes a fair amount of air each time.

i've learned that some battery operated pumps are much quieter than the pumps you'd plug into the wall. though their main drawback is... well, they're battery operated; heavier, slower, and their lifetime is very short(depending on how good the batteries are).
