I'm no scientist (Yet), but it would likely depend on what she's made of. A woman at full capacity would bounce more if her skin was like that of a basketball. But if she was more like a balloon at full capacity, thin and light skin, then not much bounce.

Let's assume you examine bounce in an inflatible lady - or you're an inflatible lady examining bounce in you ^_^
(using 3rd person perspective) When she is slightly inflated, the bounce of her bust is small because her bust has little to bounce with. The bigger she gets - the larger gets her bounce. Right?
On the other hand - when she is slightly inflated, she is soft so she bounces generously. When she gets big - she becomes tight and tight balloons don't bounce at all.
