hey all i wanna right a story with torture water inflation and i could use some feedback and im hopeing to get a lot of messages but in my story i need a good reason why a fire hose is stuck in a girls mouth and wont come out

Hmm....maybe the fire hose had something stuck inside the hose, preventing the hose to shoot out water. Maybe the girl suck on the hose to get the object out of the hose and then the water begins to fill her up.

Ah yes, the formulation of the plot device.
If it's a torture story, then there's a very simple way to keep the hose in place: somebody's holding it there. Alternately, your antagonist can glue, tape, or strap it into place.
If you just want it to be stuck, then a large nozzle could stay in place on its own, but you'd have to make sure your target was immobile and couldn't just pull it out.
More detail on the scenario would be helpful in generating suggestions.

Uhm,this is not exactly related to your main,but,in the movie Night Shift w/Henry Winkler didn't some thugs or something tie him in a chair and strapped a fire hose into his mouth.The water was spraying out all around his mouth,when they turned it on.Sorry,no swelling.Oh,just musing,i just thought of it when I read your post.

Oh,I had some thoughts on your topic.
This may seem lame,i understand,uh..how about something to do with eating some ridiculously hot,spicy food additive,like it was some kind of experimental spice and she wasn't supposed to actually eat it straight.It caused her to feel like she was burning up inside,hence a large thirst.Maybe,also the spice at first reacts with her gut and it starts to swell some initially from that,and then she thinks she needs to drink alot.It can progress from pitchers of water to THE HOSE.
OR...Perhaps,a hypnotism show stunt gone way wrong,and she won't wake out of her delusion.

Sorry, it just got me going.
I like sonic's idea of the girlfriend of a fireman. There is room for some irony there. Though Im not the one to suggest stuff for ironies.
I also like the idea of eating something hot and then looking for the fire hose to cool down. Maybe the girlfriend gives the bf's lover hot food, so she has an excuse to put a hose in her mouth, and then she deviously turns it on full.
Well if its a torture story then the antagonist, a jealous girlfriend of a fireman...i dunno, would put it there deliberately. If it were an accident... umm she tripped?
